Liao graduated from the University of Toronto with a Bachelor of Science in Electrical Engineering. He received his Master of Science in Electrical Engineering degree from the University of Illinois. His doctoral studies were performed at the University of Wisconsin-Madison where he received his Ph.D. in Electrical Engineering. Before returning to his native China in 1985, Dr. Liao worked for Bell Telephone Laboratories for 3 years. Dr. Liao also served as a visiting professor at the University of Illinois from 1995 to 1998. He returned to China and became Director of the Microwave and Optical Technology Laboratory at the University of Science and Technology of China in Hefei, Anhui in 2005. Dr. Liao was also appointed Associate Dean of Electrical and Computer Engineering at Sichuan University in Chengdu, Sichuan in 2011. He is now the Director of the Sichuan Microwave Laboratory at Sichuan University in Chengdu, Sichuan. He has published more than 50 refereed articles in IEEE, Trans. Microwave Theory Tech., Circuits Devices, Microwave News, and Microwave Optoelectronics. Dr. Liao was a recipient of the IEEE Asia-Pacific Microwave Week 2005 Outstanding Contribution Award, the IEEE Microwave Systems Council Best Paper Award, and the IEEE Electromagnetics Magazine Best Student Paper Award. He was the recipient of the Best Student Paper Award at the Microwave Systems Symposium, 2004 and the first place award at the IEEE MTT-S Conference on Microwave Circuit Design, 2005. He is a Fellow of IEEE and has received the Best Paper Award of the IEEE Microwave Systems Council and the Special Recognition Award of the IEEE Microwave Systems Society. Dr. Liao is a Member of the Optical Society of America, the IEEE Microwave and Optoelectronic Technology Society, the Microwave and Optical Technology Society, and the Solid-State Circuits Society.
